Description

The Department of the Air Force, 78th Civil Engineer Group, Robins Air Force Base, Georgia, is issuing this Special Notice under the Robins Agile Practices for Infrastructure Development (RAPID Robins Agile Practices for Infrastructure Development at Robins AFB) umbrella framework and pursuant to 10 U.S.C. 2808a. The Government seeks industry Solution Briefs for an anticipated Other Transaction Agreement (OTA) to restore, modernize, and sustain critical airfield infrastructure at Robins Air Force Base. The requirement includes airfield pavement, runway-overrun, taxiway, drainage, pavement marking, and associated supporting work necessary to improve safe, reliable, and mission-ready aircraft operations. This Special Notice is not an invitation for bids, a request for proposals under the Federal Acquisition Regulation, nor a commitment by the Government to make an award. Any resulting instrument will be an OTA for facility construction and repair under 10 U.S.C. 2808a. Purpose The purpose of this Area of Interest is to obtain commercially viable, safe, and schedule-credible solutions to restore and sustain airfield infrastructure supporting safe aircraft movement, installation readiness, and continued mission operations at Robins Air Force Base, Georgia. The work area is congested and affected by ongoing airfield operations, access restrictions, construction staging limitations, and mission requirements. The runway and taxiway may remain in full or partial operation depending on the approved phase of work. Project Areas UHHZ210404: Runway 3901 Pavement and Shoulders The Government requires a solution to address deficiencies associated with Runway 3901 pavement slabs, shoulders, pavement condition, and associated maintenance and marking requirements. The desired end state is a safe, serviceable runway with restored pavement integrity, shoulders, markings, and supporting features necessary for continued airfield operations. UHHZ210404: South Runway Overrun The Government requires a solution to replace or restore the south runway overrun and associated infrastructure necessary to support sa…
