TSA has an opportunity to improve training delivery by strengthening training consistency and expanding flexible pathways that recognize prior experience. A more unified digital learning approach could also help balance compliance with reporting requirements with accessible, engaging microlearning for a globally dispersed, multigenerational workforce. The purpose of this program is to acquire and deploy an integrated, vendor-neutral digital learning ecosystem combining an authoritative Enterprise Learning Management System (LMS) of record with a modern Learning Experience Platform (LXP). This dual capability will modernize TSA's training infrastructure, reduce time-to-operational readiness for frontline security personnel, improve regulatory audit-readiness, and ensure consistent, accessible training delivery nationwide. Responses not received by the closing date and time may not be considered or evaluated by the TSA. All interested and qualified businesses (i.e., Small Business and Other than Small) are encouraged to respond to this notice in accordance with the instructions addressed herein.
