This acquisition is for three (3) Philips Cardiac Workstation 7000 units, compatible trolleys, and implementation services for patient care at the National Institutes of Health (NIH) Clinical Center (CC) Department of Clinical Research Informatics (DCRI). Product Service Code: 6515 Medical Instruments, Equipment, and Supplies NAICS Code: 339112 Surgical and Medical Instrument Manufacturing Place of Performance: Bethesda, MD 20892 USA POTS: 27-000177 Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price purchase order to Philips North America, located at 222 Jacobs St, East Cambridge, MA, on a firm fixed price sole source award basis to provide three (3) Philips Cardiac Workstation 7000 units, compatible trolleys, and implementation services for patient care at the National Institutes of Health (NIH) Clinical Center (CC) Department of Clinical Research Informatics (DCRI). The Clinical Centers requirement is driven by interoperability with its existing EKG-to-CRIS environment. The SOW states that the Philips model can be added to the existing CRIS interfaces, enabling electronic orders/results and an automated workflow in which authorized staff can review, annotate, and sign EKG reports online for automatic upload to CRIS. The SOW further states that this automation is intended to reduce errors, keep reports digital, improve availability, and improve patient safety. A different manufacturers product that requires development of an additional interface would not meet the requirement as presently defined because it would add interface development, validation, implementation, and operational risk outside the intended scope. Accordingly, the unique qualification is native/established compatibility with the existing Philips-to-CRIS interface and workflow, not merely the manufacturers trade name.
