Questions are due to the contract specialist no later than 15 days from the publication date of this announcement. UPDATE 10/23/2026: DUE TO SYSTEM ISSUES NRL WILL POST ANSWERS TO VENDOR QUESTIONS DURING THE WEEK OF 10/26/2026. IN THE MEANTIME, NRL CONSIDERS THE PROPOSAL SUBMISSION DEADLINE OF 11/6/2026 LISTED ON SAM.GOV AS SUPERSEDING THE PROPOSAL SUBMISSION DEADLINE OF 10/26/2026 ON THE SF-33. PLEASE CONTINUE TO MONITOR THIS POSTING FOR ALL UPDATES TO THIS REQUEST FOR PROPOSALS. UPDATE 11/5/2026: Due to ongoing system issues internal to NRL the proposal submission deadline has been extended to 11/17. NRL intends to provide answers to vendor questions and updated documents as necessary on 11/6/2026. Please continue to monitor this posting for all updates to the Request for Proposals.
