Navy plans a sole-source, fixed-price order with Sikorsky for CH-53 helicopter test article installations in fiscal 2027, lasting 12 months. Only Sikorsky is considered able to do the work, so other companies are not being invited to bid.
The Naval Air Systems Command intends to negotiate and award a sole source Firm Fixed Price (FFP) delivery order with Sikorsky Aircraft Corporation (Sikorsky), A Lockheed Martin Company, 6900 Main Street, Stratford, CT 06615. This anticipated delivery order is for the procurement of System Demonstration Test Article (SDTA) installations for RIOs 617, 785D and 854 in FY27. The anticipated delivery order will be awarded under Basic Order Agreement (BOA) N00019-23-G-0002 with a period of performance of 12 months. SAC has been the sole designer, developer and manufacturer of the CH-53K weapon system. SAC is the only known responsible source with the requisite knowledge, technical data, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 3204(a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.103-1, in that SAC is the only responsible source and no other supplies or services will satisfy agency requirements.
