VA project in Poplar Bluff, Missouri needs a Veterans Professional Industrial Hygienist to oversee asbestos and lead abatement, air sampling, and clearance testing. Limited to service-disabled veteran-owned small businesses. Proposals require SF 330 forms. Due November 2, 2026.
The purpose of this modification (#1) is to answer questions: Question 1: Typically, VPIH means Veterans Professional Industrial Hygienist which generally falls under NAICS code 541620 (Environmental Consulting). Could you please clarify what your definition of VPIH is and why you chose 562910 (Remediation Services). Answer: The NAICS code is changed to 541620 (Environmental Consulting). Question 2: The Scope of Work appeared rather vague in what the duties of the VPIH would be "VPIH firm to provide VPIH Services for construction project 657A4-21-800" Based on my experience as VPIH, that means overseeing asbestos abatement activities, visual inspections, air clearance sampling, etc. Could you please provide more details on what you envision the VPIH duties entailing. Answer: Here are more details about the project. Full details will be provided in the request for proposal to the top firm. - The VA Professional Industrial Hygienist (VPIH) shall provide all labor, materials, equipment and supervision necessary to review abatement personnel s documentation compliance monitoring, Phase Contrast Microscopy (PCM) air monitoring & analysis, inspections, clearance testing, and removal activities for the duration of the abatement as required by the project plans and specifications. - Asbestos/Lead abatement project oversight work will be performed in separate locations in Building 1 based on design documents. - The VPIH shall provide a final report for each location, at the end of the Asbestos Containment Material (ACM) abatement, which includes a summary of pre-abatement and post-abatement activities. - All routine air sample results shall be delivered to the Contracting Officer s Representative (COR) within 24 hours of collection. All clearance samples shall be delivered to the COR within 24 hours from the collection. Question 3: Generally Consulting services, if this is for a VPIH, do not require an SF 330 submittal. Could you please explain why this is apparently requiring an SF 330 submittal directed at A/E firms. Answer: This project is being solicited as an A/E project. Therefore, SF 330s are required. -----------------------END------------------------
