Combined Synopsis/Solicitation Notice Combined Synopsis/Solicitation Notice Page 3 of 3 Combined Synopsis/Solicitation Notice *= Required Field Combined Synopsis/Solicitation Notice Page 1 of 3 COMBINED SYNOPSIS/SOLICIATION This combined synopsis/solicitation serves as Request for Quotation (RFQ) No. 36C10B26Q0822 for the renewal of license subscriptions and maintenance support for brand name Thales Luna Hardware Security Modules (HSM) in support of the Trusted Internet Connection (TIC) Gateway Application Firewall solution that consists of Thales Luna HSM. This announcement constitutes complete solicitation; no separate written solicitation will be issued. This solicitation is issued under a Justification for an Exception to Fair Opportunity basis in accordance with Section 41 U.S.C. 4106(c)(2) as implemented by Federal Acquisition Regulation (FAR) Overhaul VA Deviation 16.507-6(b)(2), entitled Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The Base Period of Performance (PoP) shall be November 24, 2026, to November 23, 2027, with two (2) 12-month Option Periods to be exercised at the Government s discretion. There is no hardware being procured under this effort. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-07. The North American Industry Classification System (NAICS) number is 541519 Other Computer Related Services with a size standard of 150 EMP.
