Executive Summary & Purpose of Inquiry The Defense Logistics Agency (DLA) Troop Support Clothing and Textiles (C&T) Directorate is conducting market research to explore commercial software solutions, digital eMarketplace architectures, and industry best practices for deploying a next-generation Web-Based Ordering System (WBOS). DLAs Troop Support C&T organization serves as the Federal Governments primary enterprise manager for military clothing and textiles, working extensively with domestic industry. DLA is currently assessing the expansion of this shared-services procurement model to serve civilian Whole-of-Government (WOG) partner agencies, including the Department of the Interior (DOI), Department of Justice (DOJ), Department of Transportation (DOT), Department of State (DOS), and Department of Homeland Security (DHS). The primary objective of this RFI is to engage commercial e-commerce developers, SaaS providers, systems integrators, and domestic textile industry stakeholders. DLA seeks to understand what commercial off-the-shelf (COTS) and Software-as-a-Service (SaaS) capabilities exist today, how commercial technology can resolve complex federal supply chain and fiscal integration challenges, and what industry recommendations DLA should incorporate into its upcoming acquisition strategy.
