Description

This is a PRE-SOLICITATION NOTICE. It is NOT a request for quotes (RFQ), invitation for bids (IFB), or request for proposals (RFP). This notice is provided for information and planning purposes only. It does not obligate the Government to any contractual action, including issuing a solicitation or awarding a contract. This is a statement that the Government intends to issue a Request for Quotes (RFQ) solicitation in the near future. The U.S. Army Corps of Engineers - St. Paul District will issue a Request for Quotes (RFQ) solicitation for a contractor to perform groundwater monitoring services in support of the Grand Encampment Dredge Material Placement Site Unload project along the Zumbro River near Kellogg, MN in Wabasha County. This solicitation will be 100% set-aside for small business under NAICS 541380 with a size standard of $19 million. The contractor will collect water samples from three monitoring wells and up to four government-selected residential wells before, during and after the active unloading of the site in Spring 2027. During the active unload phase samples will also be collected from the river upstream of the site and from standing water within the active dredged-material placement/infiltration pit. Water samples will be analyzed by an environmental analytical testing laboratory accredited under the Minnesota Environmental Laboratory Accreditation Program (MNELAP) for all specified methods and parameters. Pre-Placement (Phase 1) samples will be collected and tested approximately 90, 60 and 30 days prior to the start of the active hydraulic transfer of stockpiled dredge materials to the upland placement site. Samples will be collected and tested during Active Placement (Phase 2) approximately 3, 17, and 31 days after the transfer begins, with options for additional sample collection and testing at approximately 45, 59 and 73 days after start of transfer. Post-Placement (Phase 3) samples will be collected and tested approximately 30, 60 and 90 days after the completion of the materials transfer. The contractor will prepare a final sampling and analysis report, submitted within 50 days of testing completion.
