The U.S. Army Corps of Engineers, Philadelphia District, intends to solicit and award a sole-source contract to the County of Berks, Pennsylvania, for 911 emergency dispatch services. The requirement includes emergency communications and dispatch coordination services necessary to support Government operations within the designated service area. Berks County Department of Emergency Services operates the sole public safety answering point and countywide radio dispatch infrastructure within Berks County, PA. They maintain exclusive, direct communications and dispatch oversight for all local municipal police, fire departments, ambulance and rescue squads, and emergency services operating in the jurisdiction encompassing Blue Marsh Lake. Consequently, no other private or commercial entity possesses the jurisdictional authority, public safety communication network, or direct interoperability necessary to dispatch emergency services and cross-communicate with USACE Natural Resource and Park Ranger staff in this operational area. The Government intends to solicit and negotiate with only one source under the authority of RFO FAR 13.106-1(b)(1) based on the determination that the identified source is the only reasonably available source capable of meeting the Governments requirements. This notice is not a request for competitive proposals. However, interested parties that believe they can satisfy the requirement may submit a capability statement for Government consideration. All responses received by the stated deadline will be evaluated solely for the purpose of determining whether conducting a competitive acquisition is appropriate. The Government reserves the right to proceed with the intended sole-source acquisition, consistent with applicable acquisition regulations.
